Germany wants to legalize incest
Voluntary sexual relations between adult siblings should not be illegal, the majority of Germany's Ethics Council says.

The proposal that was put forward last month has created fierce debate in Germany, and Christian parties are furious about the proposal.

The domestic policy spokesman for the Christian Democratic Party CDU, Stephan Mayer, has called the council report "totally unacceptable".

"It is not without reason that incest between siblings is a criminal offense," he told the newspaper Süddeutsche Zeitung shortly after the proposal was published.

Christiane Woopen, who is chairman of the ethics committees in Germany, was aware that the proposal would create debate because it affects a widespread taboo. Still, she is appalled by the reception the proposal has received.

"We had hoped for a better degree of seriousness in discussions," she says to Süddeutsche Zeitung.

The ethics committees in Germany has in connection with the publication of the proposal explained that a majority of the committee believes that the criminal law is the wrong instrument to maintain what the council calls a social taboo.

»Criminal Law is not to enforce moral standards or limits of intercourse between adult citizen. It should instead protect the individual from abuse and harassment ', the council wrote about the proposal.

In the wake of the German debate, professor of ethics at Roskilde University Thomas Søbirk Petersen, argues that Denmark should remove the ban on sex between siblings from the Criminal Code too.
